Mr. Hightower is the District’s General Manager, overseeing all District operations. He has been in the water and wastewater business for 24 years and with the District since 2018.

Mr. Hightower has 4 children and 2 grandchildren. He enjoys spending time with his family and traveling.

District’s Administrator

Alma Rodriguez
Alma Rodriguez

Ms. Rodriguez is the District Administrator. She has been with the District since 1999. As District Administrator, she handles all District office operations as well as accounts payable, payroll and HR responsibilities.

Ms. Rodriguez has 2 children and 3 granddaughters. She enjoys spending time with her family, traveling, football and the open road on her motorcycle.

Customer Service Representative II

Patricia Lujan
Patricia Lujan

Mrs. Lujan is the Utilities Customer Service Representative. She has been with the District since 2010 and can answer all your billing questions/concerns. She comes to the District with an extensive background in customer service.

Mrs. Lujan resides in Tahitian Village with her husband, Joseph and her high school daughters. She is very active with the Bastrop Band Booster Club and various school activities.

Communications/Public Relations Administrator

Mallorie Binner
Mallorie Binner

Ms. Binner manages the website, social media, and email newsletters for the District. She has been with the District since early 2019.

Ms. Binner moved from Virginia to Texas in 2006 and then settled into Bastrop in late 2017. She enjoys disc golf, movies, and spending time with her family.

Senior Operations Manager

Tyler Walsh
Tyler Walsh

Mr. Walsh is the Operation Manager. He has been with the District since 2003. As the Operations Manager, he is responsible for the oversight and administration for the water and wastewater systems as well as managing the road improvement projects and road maintenance.

Mr. Walsh has 2 adult children and very much enjoys hiking and kayaking.
